First off, I'd like to say that hmp2z's review is spot-on. Absolutely unbiased.
That being said, here is my complete review after living here for two years.
At first, it was managed by Crosland. There was a pretty active community at the time. The managers were exceptionally nice and handled all maintenance problems quickly and as efficiently as possible. I never had a complaint about Crosland management. When Colonial Village took over, things changed dramatically.
Location:
The location is great. Very close to the University, grocery store, eating, etc etc. Only problem is having to turn right out of the complex in the mornings or near rush-hour. It is a pain to say the least.
Exterior/Parking:
Parking has rarely been a problem. There are usually plenty of spaces to choose from. Back during Crosland days, there did seem to be a problem with college kids and parties on the weekends. Cars would sometimes line the streets. That got sorted out quickly enough. Most areas are well lit enough to not be intrusive to those inside, but enough to where you feel generally safe. There are several outside grill areas which people use occasionally.
Apartment:
The apartments have decent layouts. However, you can tell each place has had dozens of coats of paint, some of it chips. The bathrooms are more or less decent, but they show their age. There are permanent rings in the bathtubs and sinks. Toilets are stellar though. Function well! Our apartment was supposed to come with a TV in the kitchen. That never happened. The rooms are decently sized. The walk-in closet in the master bedroom is not nearly large enough. I'm a guy who travels lightly, and even it didn't provide enough room for my hanging clothes.
Management:
Pretty bad. I gave them the benefit of the doubt because they were new. But there have been continued problems that simply should have been easily corrected. There is one guy in the office that was helpful with most things. However, they had several LARGE accounting errors in three consecutive months which caused us to deliver incorrect rent amounts. They gave us time to correct it, but it's not acceptable when we specifically ask the managment, "How much do we owe this month" then they give us an official amount, then two days later tell us we're incorrect. Unacceptable. For this to happen multiple times is just ridiculous.
Another problem is how they handle packages that are delivered to the office. They ask for NO identification for picking up packages. They just hand them over. I feel this is unacceptable and unsafe. They have no log of what packages come and go. I've lost two important packages that the shipping company says was delivered to the front office via their package tracking.
Most of the office staff just seem like they really have only a slight grasp on what they're doing. Maybe their training wasn't significant enough. Regardless, this creates problems that should have been easily handled by any other management company.
My last complaint is directed towards the new occupants that have been arriving steadily in the past year. More and more there are questionable people hanging out shirtless in hallways, smoking blunts, and creating a ton of noise. There are people working on their junked cars in the parking lots. It is definitely getting more ghetto with each family/group they sign. Our neighbors next to us and below us play music at HIGH volumes at random times. Luckily, they usually tend to turn it down by 1 or 2AM, but if you're a working person, this gets annoying and inconsiderate.
The other facilities are decent. The exercise room is a bit old, but adequate. Usually it's unused, so you can be by yourself. The laundry facilities look to be decent, but I have yet to use them.
You can definitely tell that the quality of these places have dropped in the past two years. The management doesn't care to clean the place too well for new occupants.
I wouldn't recommend this place to anyone who is looking for a 3 bedroom $1000-1200/per month place. There are far superior complexes around the University area that offer better apartments and better communities.
