You may want to give the new management a chance, but that does not change the fact that the quality of these so called apartments is a joke. The walls are so thin, they can't be up to fire codes. The electrical in my apartment would either go out or brown out on a monthly basis. Water leaked into my apartment from a problem on the roof, and I lived on the first floor. I could hear every word my neighbors said as if they were in my apartment. People having sex next door made me feel like I was part of the action. They don't enforce any noise control, they just move the noise makers from one apartment to another. Move here at your own risk. If you never want any peace, go ahead.
