Way too Many Big Dogs for Interior Access Apartments

For apartments with inside hall access, there are way too many dogs here, I have even seen one Great Dane and there are many dogs the size of labs and retrievers on the property. Dogs of this size need a large outside area and just don't work in an enclosed apartment.
Also, Down the hall from use, the interior hallway carpet smells of urine where apparently a girl's dog had an 'accident'. You smell it every time you walk by.
What people don't realize is that their pet's dander, fleas, mites, etc. actually begin to take over the entire building. I realize some people live in cleaner conditions than others, but in our opinion, animals should not be allowed in close living multi family residences such as these.
Also, we heard last week there have been more vehicle break ins on the property. When we moved here we were 'sold' 24 hour on premise security, which was available only for a few months. Apparently the security guard was dropped about a year ago.
For our $1200 a month, and some units go for up to $2100 a month, I would expect some improvement.
