Only sign a lease if you are ready to pay the water and sewer charges $100 - $200 every month based on false data. some time in your bill you will not get the meter reading.

Call the North Carolina Utility Commission in Raleigh. The law states they have to have actual readings and cannot estimate in the state of NC.
