I have lived in tree top for 3 years now only becuse of the low rent. If I need anything fixed and I don't get a quick response I call someone else and give the bill. Overall they do let some very untasteful tenants move in some of the problem is that most of the apartments are managed by different individuals. I love the layout of the apartment it is very spacious and of course it's not where you live it's how you live. It's not the greatest but it's not the worst the place is old and in desperate need for a facelift. They cater and love section 8 tenants so you can basically answer the rest of the questions for yourself. But there is also people that are really descent that have lived here from anywhere from 3 years to 10 years so really its not that bad. A home is what you make it.
