Dear God do not even consider setting foot on this property. For any reason... ever. If you have a family member that lives there and you want to visit them... it'd be better to forget that you know them than to go here. HORRIBLE, TERRIBLE, HELL ON EARTH. Let me just share a few experiences.
I knew nothing of the place when I first visited. As potential renters, they were very cordial and helpful (of course... they wanted my money... most scam artists are). Apparently, I showed up on the one day that someone wasn't being arrested, shot, beaten, or sold drugs, all of which apparently goes on here on a daily basis. Nice facilities, nice office staff... why not' We put down a 90 dollar *non refundable* application fee (this part is important, remember it) and a 200 dollar *non refundable* deposit once our app was accepted. Move in day was in one month. Couldn't wait.
3 days before move in we get a call. "The apartment you put a deposit on is no longer available... the people who were suppoed to move out of your apartment decided to stay." Kind of annoying, but it happens I guess. They offered us (my roommate and I) 2 solutions. 1.) A third floor 2 bedroom apartment 2.) A first floor 1 bedroom apartment 3.) A "terrace floor" 2 bedroom. Apparently "terrace floor" means an apartment in a dirty alley. Literally, you walked down a set of stairs and it looks like a dungeon.
When we applied for the first apartment, we explained that we MUST have a ground floor apartment. I am having knee replacement surgery in a couple of months, so stairs were not an option. They said this would be fine.. .they reserved one with no stairs. As you can see, nothing on the list above is an alternative with that in mind. We tell them to forget it... just refund our money and we'll find somewhere else. I think you know where this is going.
"Your deposit and application fee are non refundable, we're sorry, theres nothing we can do"
"WHAT THE HELL'''''' We put a deposit and application fee in for an apartment. The apartment doesn't exist anymore... you can't hold a deposit on something you aren't going to give us!"
"We're sorry... that's the policy... we offered you 3 acceptable alternatives"
"NONE OF THEM ARE ACCEPTABLE!"
Well folks, it's been a month. We've got a lawyer, we've called the charlotte housing authority. We finally got a refund on the deposit still waiting on a refund on the application fee. Basically, these bastards stole 100 bucks from us and as of now have no intention of returning it. We figured if it was this bad just trying to get INTO an apartment... what other problems would come up' Again... dear God... I beg you... RUN RUN RUN RUN RUN... and don't look back

Oh... I forgot one other jewel of an experience from this hell hole. One day, after being fed up with not getting my phone calls returned... I called and asked for ----- while driving to WL. I was about 2 minutes away and was informed that "she had gone home for the day" 2 minutes later, I walk into the office and she's sitting at her desk. Busted
