Noisy and dirty

I've been living here for 4 months. All I have are complaints. The upstairs neighbors are rude and inconsiderate. The office has been told several times about their noise levels late at night or even early in the morning. Like vacuuming at 2am. Calling someone from one room to the next at midnight. Or the constant banging all day everyday. I can't wait to buy a house. The property is trashed all the time. They seemed understaffed. I really dislike living here.
