Look Closely Before Signing

I've been at The Landings, now renamed as Mission Concord Place, for two years now and am looking to move before my current lease is up. The reasons are as follows. It is located in a convenient area (close to I-85, Concord Mills, Rowan-Cabarrus Community College, downtown Concord and good proximity to greater Charlotte. The managment staff and property manager will work with you on a multitude of things which is a huge plus. The negatives far outweigh the positives however. There is one maintenance person who is a total jerk. He will collect cigarette butts he finds and dumps them in front of doorways of tenants that he perceives to be problem tenants. I ahve heard from fellow tenants that he even enters various apartments just to relax when he knows no one is home. Though I cannot prove this, I have heard it from several tenants from across the complex with similar stories. Not cool. Also there is no notice given as to when maintenance or management will enter your apartment. I have a huge issue with this.
There are washer/dryer hookups in the apartments and a laundry room on the premises. Keys to the laundry room are only given to the tenants of apartments that do not have hookups in them. Just because there are hookups does not mean that the tenants have a washer and dryer to install. I have brought this to the attention of the managers to no avail.
Noise is a big problem. From pets to people to car alarms to music to even the maintenance staff carying on loud conversations at your door for no reason. Not much respect by fellow tenants in this area as well.
I have no real complaints about the grounds except that the management group just built a play area for children next to where I live and the tenants with pets who used that area for their dogs to their "business" still allow their dogs to go in the play area. I feel bad for the children that play there. They should have put up a fence around the area, not just a sign.
Rent is high when compared to the craftsmanship of the buildings. Pretty cheaply put together. The floors give in areas like the insulation has broken down in spots or something. The ceiling paint and texture tend to fall down. There are visible open areas around exterior doors and windows (not sealed properly from the outside elements).
The air conditioning, heat, refrigerator, microwave, dishwasher, stove/oven and lighting with celing fans all are in good working order.
Before signing the lease I would do an extensive and detailed walktrough of the apartment and bring up all the above items with management prior to deciding and signing a lease.
