Health hazard, raw sewage leaks into the central pond

Four to six times per year the sewers in the back of the complex overflow into the street and drain human waste into the central pond. These leakages flow at a rate of about 10 gallons per minute, carrying toilet paper, urine, and feces. Sewage overflows run continuously for as short as a day to as long as a month. After an overflow it takes about a month before the smell goes away. Management has been totally ineffective in dealing with the problem. Obviously this is a health hazard and unpleasant to smell.
