The new owners are decreasing services right and left (we are now having to pay the water bills too) and raising the rent.

This is becoming the norm with the apartment industry. Quit yer crying and move if it becomes an issue. You are in a lease agreement so they cant make you pay for water and raise your rent until its over. At that time you have to choice to stay or move! Duh!
