Good grounds, convenient location, safety detoriorating

I am male, lived here 2 years in 2 bdrm apartment. We were living here while we repaired and sold our house and decided to stay another year. It's very convenient to shopping & health services and economical...probably too economical. It takes a lot of diligence to fill a medium rent complex and not invite trouble. Unfortunately, in the past year there has been little diligence and more trouble. This past year has seen repeated break ins and auto thefts (office suggested was a resident), a reported rape, wandering 'free booters' (don't live here) taking over the pool breaking whiskey bottles there (despite it being next to the office), roaring Harley bikes at all hours, trash in the hall ways and on porches (soon the rats), beer cans and bottle in the hall ways. The last time that I saw this type of negligence was with absentee land lords in New York. Regretfully, the proprietor, Stephen Bell Proterties, is just about that. Too bad. There goes millions of dollars down the drain. There are better places near by where I shall be soon.
Update: I changed my rating to "conditional" recommend. If you cannot pay higher rent, this place is now, as in Lake Woebegone, "above average"...considering. The management did respond to a degree to complaints about the pool, some of the noisier residents and has a plan/procedure about security although I don't know if it will work since it's not agressive and not well known. At least three police officers live here, sleep here anyway. It's something but it may not do much good (briefly, I was a police officer. Policing gets done where you put in awake time, not sleeping time). Maint staff is good, office staff pretty good...but they don't live here (used to be one but no more). Regretfully, we now also see signs of "light" drug activity partly spilling over from that 'convenient' shopping plaza. It's still very convenient and I shall be soon missing that. The other 'old people' are staying but staying indoors at night they say. (There IS that economy convenience) We decided to remain renters but higher rent for the same space really is required to flush out problem tenants. So we stepped up 50% (checked ratings here first) and visited the new complex at all hours before we signed. It also helps if the rules require each unrelated adult renter have qualifying income. Some apartments with higher rent do not so you get three families in a three bedroom unit. No good. For 100% increase, there are some very nice units in Chapel Hill. This has been quite an education. These places are not easy to run for a profit.
