I believe they used it as an indication that they could charge me more money since I pay my bills. I thought it wasn't allowable by the city for more than a certain number of occupants to live in an apartment. I know that at least 8 people lived downstairs from me, and it was horrible.

I also had a maintenance person bust in on me, always conveniently when I was in the shower. It turns out he was bothering other single women and was fired. Wonder how he slipped past a background check.
