Let me just insert a portion of a letter I sent to the Better Business Bureau asking their advice while explaining to them a particular incident that transpired....
Keep in mind while you read this, that I am a 5 foot 2 inch 130 lb female who wants to work with children, i.e. I?m not very intimidating.
"I went to my landlord?s office last week to notify him of my moving date and ask how much I should write for the last check. He got incredibly angry that I plan to move, demanded to know why, told me I could only move M-F 9-5, since that was when his office is open and I could return the key, and told me I had to pay full rent for a partial month. I questioned him about the rent, and he stated I was to write a check for the full rent, and
he would refund the difference upon receiving my keys. I asked if he would write that down, he refused, and I stated I would not then write a full rent?s check. He then told me the amount based on number of days, which I wrote and left the check for that amount. The day after, I attempted to send a written notice form by fax to back up the discussion and check I had taken care of the day before, just in case he tries anymore dishonest dealings. He refused phone calls from me, will not return messages left by voice mail as well as with other personnel, and no one will verify or deny receipt of the fax, which the sending machine stated was sent in completion to the correct number. Not only has the content of these past business dealings upset me, but the landlord?s behavior was unprofessional and physically and verbally threatening. He has never had late payments or complaints about or from me. I feel I?ve been an excellent tennant, and he has never been ugly to me in the past. I?m afraid to file any sort of formal report or complaint with the police or other such agency that would reach him before I am safely moved out and have my deposit back."
The construction is poor. Nothing ever was fixed throughout the duration of my residency. Fortunately, it was small stuff that did not make a huge difference in how I lived -- like an icemaker that never worked, holes in the walls, paint on the carpet, unlevel floors/walls, etc.
He did not refund my deposit as he should have, taking money for touch up painting and carpet cleaning, which is illegal--and was unnecessary for my apartment, which was cleaned by myself after everything was moved out.
This man does not have a license registered with the NC Real Estate Commission, nor is he a member of the BBB, so there is virtually nothing that can be used as leverage when he takes advantage of his tenants.

The lease agreement that you signed was for a full twelve months??? rent. If you move out during the middle of the month, you are responsible for the full months??? rent.
We do not take money from tenant???s deposit for minor wear and tear on the apartment. However, money is deducted if you break the lease terms and conditions
