Apartments are awful but maintenance guys are nice

I lived in these apartments for 2 years. I hated every minute of it. The maintenance guys are very nice and helpful but when the place is falling apart around them there is not much they can do other than temporarily fix the issue. I learned to not call the office if I needed something - I called the maintenance guy directly. I very rarely ever heard back from the office if I left a message and no matter how much I stressed how important an issue was - they had no sense of urgency. I received violation notices for the silliest things like, having an ice chest on my porch overnight (it was drying out). Once I got one for having a bag of potting soil and 2 watering cans on my porch. POTTING SOIL!! Where else was I supposed to put it'''''''' There is no outside storage. I had a neighbor that had a AC window unit on his porch for 6 weeks, 6 WEEKS!! He did not ever get a lease violation notice. I had leaks from the apartment above me all of the time. The carpet in the hallway and 2nd bedroom would be so full of water that it would splash when you walk on it - more than once this happened. The bathtub in the apt. above me leaked as well - I would have chunks of ceiling falling into my tub and water pouring out of huge holes. This happened several times as well. Like I said, the maintenance crew would do what they could but, when the management is cheap there is only so much he can accomplish.
