My broken window with no screen was fixed with a screw that tightens to the window seal so the window can't open. that's my window "lock". Many mice traps have been placed , FINALLY, but never an exterminator, after 3 mice. Our roof is coming in above the doorway and the ceiling above the bathtub is leaking but for some reason they keep thinking that patching it up will help. There's mold, termites and no one in the office really cares.

Someone should seriously contact an attorney and file a class action suit against the owner of that run down hell hole. Maybe start a petition with all the tenants to sign and take to the health department to get the owner's attention. Good luck.
