Awful Experince In These Apartments

Below is a copy of the letter I recently wrote management of that summarizes my horrible expereinces I have had in these apartments in just a few short months, and belive it or not, more has occurred since this letter, and the office is not in the least bit concerned.

Good Morning
I am writing your office to follow up on many different issues I have had since I have moved into my apartment in early August, just over 2 months ago
When I first moved in, the dryer was broken and took approximately 3 weeks for someone to fix it (after several attempts).
Next, in my spare bathroom my ceiling began to fall out in chunks giving way to a leak from the upstairs neighbors bathroom.
A couple of weeks ago, my refrigerator went out (the lines froze) and I lost all of my food and condiments and had to replace at my own expense.
Lat night, my kitchen sink faucet handle broke off. Now I cant even turn the water on to wash dishes, and I cooked chili last night. Imagine how wonderful that smells this morning.
From the beginning, I have had an issue with the upstairs neighbors and the noise levels they continue to exude. I have lost sleep, I cant concentrate on a simple tv show, and my friends are always in amazement when visiting at how unacceptable it is. I now take sleeping pills to sleep.
I have received foul messages written in the condensation of the early morning dew on my car several times. Related to the neighbor issue' I am not sure, but it is someone in the complex for certain. Either way, I walk my dog feeling uneasy and wondering what is going on around me.
All I want is to come home and do laundry, have a working refrigerator, be able to wash my dishes and an at least have semi quiet environment to relax into be able to sleep in.
I am not by any means trying to be the tenant that is a constant issue. I truly just want to live in peace. I am tired most of the time, and just want to relax at the end of a long day. But since I moved in, there has not been much chance. Something is always broken. The neighbors are always noisy. Its always something.
The last thing I can possibly imagine is moving again. You can not even believe how sick the thought makes me. But, I am at the point where I feel there is no option.
My hope is that you will work with me. Maybe there is another ground floor 2 bedroom in the back somewhereI saw some ads on the on-line specials for a couple available. That would be my first hopeto relocate into another apartment in your complex away from all of this.
If you do not think this is an acceptable option, then I will have to begin a search for a new home. I just simply can not take it anymore.

Been there done that and they will give you every excuse in the book for why they can't transfer you to another apartment. I stay on the 3rd flr and my ceiling fell through now tell me how that happens when they say they keep the buildings up!!!!
