Cheap decent apartments with terrible employees

Moved in 2001. Gladly moving out this month. The good is limited to the apartments themselves and the location. The location really is great with a grocery store and resteraunts across the street and a short drive to most anything else you might want. Until this year the rent was generally the cheapest in the area too, so it was worth putting up with the crap. They've jacked the rent up this year and I'm not seeing the gain anymore. The bad is pretty much entirely with the office staff. My first year or so they were fine and I had no complaints. I had heard stories from other residents about things happening in years prior to my moving in though (someone with a key breaking into one apartment and stealing things while they were on vacation, for example. and the only people with a key were the residence and the complex's employees). Save a few regulars on the maintainence team (who, inspite of that incident my friend related to me, I have little problem with), the office staff is changed out every year to year and a half. This causes me to fill with such hope before I learn that the new staff is incredibly incompetent and I stop wishing to deal with them at all (example: this past month they gave me a letter reporting what I would owe in rent this month. This month, after I paid it, I was given another letter being told I owed them more money. When confronted, they blamed the computer even though she calculated out a different number from either of the two by hand when i was in the office with her). I have been lied too multiple times by the office staff about various things. The grounds are maintained, but i'm certainly not impressed with the quality of the job done; the grass outside the main office is lush and pretty, the grass on the rest of the grounds is stragly, thin, between large patches of dirt, full of weeds, and not cut as often as it should be. The aerator's have cored the sprinkler system in places and repairs were never made. Hell, half of the grounds don't even have sprinklers installed. Recently they decided to redo all of the sidewalk ramps and (I'm assuming) level off the road for crosswalks. They did such a terrible job of this that rather then actually fix it, they simply painted over a few of the worst examples of how to pave a road and pretend that they are speed bumps and they were meant to be there. Speaking of the parking lot and roads, if you get the wron building, good luck getting a convienient spot. Some of the buildings have far too little parking for their residents. Others are fine though, so make sure you check back in the evening before signing. Now, I was tempted to stay another year and just put up with the mess since the location really is great, but the nail in the coffin to convince me to look elsewhere was that the lease was so poorly written that some places it didn't even use complete sentences. The lease also attempts to get you to sign away rights that you are allowed to have. When i addressed this matter with them and pointed out that the lease is poorly written and that since we all agree that certain aren't enforcable I shouldn't be required to sign them as if i did agree, I was simply told that they would not correct the lease. Not that i should be surprised, in the past I've had to wait patiently while they figured out how their billing system works (when I pay my rent every month, does water get paid first or rent or pet rent or garage or ....) so why should I expect them to actually know what their lease says' Go elsewhere. There are a half dozen other complexs within a mile if not closer that i would highly recommend first.
