My suggestion is to call Orkin directly and explain your problems. I believe they are the contractor for Concord. Chances are the crawlspace is infested and will need to be treated. Do not stop complaining until you know Orkin has inspected ALL the crawl spaces in your building. Treating the inside of your apartment is not going to help. Ask for the sticky traps to contain as many as possible. Put them EVERYWHERE. Under all the cabinets, appliances and by all the windows and doors. That is the best way to treat for roaches.
If possible ask to transfer to a 3rd floor unit. They have less problems with bugs. In the 5 years I lived there I had only two roaches ever! But I could see them crawling around the stairwells and grounds. And, dont get me started about the pool areas.
If nothing happens, call the City health inspector, or building inspector.
Stick out your lease and move. And please, don't forget to give a full 60 day notice. You can turn in notice now if you want. I hate seeing that happen to people.
