by how nice they are when you move in, because in time everything changes. They promised that some things will be there and fixed when I moved in, but when I moved in (one month later), nothing was there, and I had to wait for more than 2 weeks until everything was fixed and for some other things nothing was ever done.
I had to leave that apartment after 1 year, since I moved out of state, and even if I told them 2 months before as mentioned in the contract, they added a lot of other "fees", so instead of receiving my deposit back I received a bill that I still owe them money. Although when I left I was told that everything was OK. I actually also paid 2 weeks of rent for an apartment in which I did not live, because I was not able to give the 60 days notice on time. This is besides the fact that nobody asked me about my plans before the 60 days deadline.....as any manager or landlord will do.
The noise thing...it depends where you live, I did not have huge problems in the building where I lived, but I had cockroaches and initially something was done, but after I complained a few more times afterwards, they did not bother at all.
