This place is the worst!!! I lived at Hartford Hills for fourteen months. You may think that fourteen months is an odd amount of time to live at an apartment since most leases are six to twelve months. It is an odd amount of time. For a variety of reasons, my apartment at Hartford Hills became so inhabitable that I was forced to move and pay double rent for the last two months of my six month lease with them. Let me tell you a little about this place.

First and foremost, this apartment complex has been fighting a losing battle against a plumbing problem for the entire time that I lived there. As a result, management would have to completely cut off the water from 9:00-5:00 AT LEAST once a month, sometimes several times a month. When water service was returned, the water had a brownish yellow color that persisted until it had run a while. This water stained half of my white clothes and made keeping the bathroom porcelain fixtures impossible to keep clean. The management is devious and downright untruthful when approached about this problem. When I consulted my lease to see if I had any legal support for either getting a percentage of my rent back or for breaking my lease, I discovered that they had covered themselves in obscure legalese. This is why I was stuck paying double rent for two months.

My second issue with Hartford Hills is in regards to an incident that occurred over the Summer of 2001. I had just gotten married and my husband and I went on a week long honeymoon to New England. During this time, a new credit card was STOLEN from our mailbox and the communal Post Office near the leasing office. The truly suspicious aspect of the theft is that the card was new and whoever the thief was managed to activate the card and charge over $4000. I was told by the bank that this person could have only activated the card if they either knew my mother's maiden name or if they had used my HOME PHONE. When I asked the management if they could investigate the incident, not only was I given a look that screamed "Hey that's your problem, what do you expect us to do about it" I was also treated in what was simply a defensive manner. Not only did the management refuse to assist in the investigation, they also made no attempt to warn other tennants of the criminal behavior taking place on their property.

Aside from these incidents, there are several other reasons why you don't want to live here:

1. Lately there has been a lot of hoodlum activity (people hanging out in the parking lots, playing loud music, drinking and doing drugs). The problems have become so exacerbated that management claims to have hired an undercover cop to clean things up around the property. I have trouble believing anything they say, but if that's the truth than they need to hire three more. These problems are persisting.

2. TRUST ME: For the amount of money they are trying to rent these apartments for, YOU COULD GET A NICER PLACE.

A true story in closing: When my husband and I first went to Hartford Hills to take a tour, a crazy looking bearded man ran up to our car and was very upset about something related to the mailboxes. We explained to him that we didn't live there but were looking at an apartment instead. Upon hearing this the man looked at us and said "Don't rent an apartment here, This place Sucks!" We wrote the guy off as being a little crazy. I guess we should have taken that advice.
