This review is NOT biased based on me making millions and so saying "it's so cheap!", nor is it based on me screwing up and making the office mad w/ late rent or violations(and therefore writing untrue things).
After having lived at HIGHLANDS OF OLDE RALEIGH for a year, I can say I would refer anyone here. I am in an apartment that I have enjoyed living in for the past year, and will continue to do so as I just re-signed my lease (w/ the help of Pamela Norris who was very understanding and helpful concerning a time/financial situation I encountered).

PROS:office staff is great about pets and they treat them like their own/pet them, the water and utility bills are cheap(i have a 2br and water is $10, and power has never been over $130 IN SUMMER, and I keep my apt. COLD.),wood burning fireplaces,plenty of cabinet space, linen closet in the bathroom, big walk-in closet, plenty of windows, and spacious decks, and I NEVER hear my neighbors (we are friends, and I know they don't hear me).

CONS:maintenance IS slow to respond, and on several occasions it has taken a FEW phone calls to get an issue resolved. Even w/ the emergency maintenance number. Maintenance also seems to be a bit inadequate as far as knowing how to actually fix the broken items (A/C units, etc), or understand how important a broken item being fixed IS to the resident. The carpet REALLY needs to be replaced/scotch-guarded as it picks up stains like I've NEVER seen, and the office could be more specific/better with notices posted to residents. The pool also was not opened until mid-July which was uncalled-for, but it was always clean once it was opened.
It's an apartment complex, not the Ritz Carlton so yes there are issues: but like I said, overall....GREAT.
