Great location, buildings/service leave something to be desired

I lived in a one bedroom / one bath apartment from June 2002 - June 2003. The location is terrific because the apartment complex is no more than 500 feet from Lake Johnson. There is an excellent trail around the lake. Half of the trail is paved (approximately 3 miles), the other half is unpaved (approximately 1.5 miles). Nobody swims in the lake because the city park next door does not have any lifeguards (this is what I was told by a park employee). There are also no private boats allowed on the lake. You can rent paddle boats, canoes, and rowboats from the city park. There is also a bridge across the lake that people fish from.
The apartment buildings are fairly old and poorly insulated. During the big ice storm in December 2002 my apartment got down to 35 degrees. The electric bill was pretty high, mine was approximately $100 / month during winter and summer. I assume this is partially due to poor insulation and/or inefficient heating/cooling systems.
Maintenance will examine your problem. However, I found that they were unlikely to resolve it when it was much easier to try to convince you that it really is not a problem. Lots of talk, but not a whole lot of action.
There is a pool which I have enjoyed, and also a tennis court.
Parking is ample, with no limitations.
The bathroom is quite small. The kitchen is also small.
Overall, I found the location to be excellent, but find the buildings and the service leaving much to be desired.
