Well, I don't know about the "slum" part, since I have lived there for two years. But, I have noticed a definite down-turn in the quality of service... both the office and especially the maintenance. There is always trash strewn about the property, and my heat hasn't worked since October. All in all, I'm moving... and I'd never come back, unless I was on slum income. There are some very nice people who are unfortunate to live here, though...
