Avoid Like the Plague!

Years at this apartment: 2001 - 2001
I have lived in 7 apartments in 2 countries over the past 10 years, and this is, without a doubt, the worst apartment experience that my wife and I have ever had.
Physically, the apartment is in sturdy shape, with ok facilities, and it's in a very convenient place in Raleigh. The only thing I can say bad about it is that we had 2 major ant problems, stopped both times by a simple RAID ant-killing device for $5.
The problem that we've had with this apartment, from the beginning, is the management. It is, in a word, atrocious. When we moved in, there was only a handful of working appliances: One of the showers, the dishwasher, the microwave and oven, and 3 ceiling fans. Everything else, including the toilets, one of the showers, and the washer, were not working. The refrigerator and dryer were in boxes laying in the middle of the living room. We arrived at almost 5:00 PM, yet we had to wait 3 hours for them to complete the carpeting. The aparment had been painted that day, and all of the light switches and outlets, those with covers on them, were covered in masking tape. We walked into a nightmare.
Some of the problems were fixed the next day (one of the toilets, the refrigerator and dryer), and some of the problems were fixed up to 2 weeks later.
We were given a compensation to make up for it, but even now one of the items has not been fixed, and it's been 5 weeks since we moved in.
The management is disorganized and inept. Half the staff is friendly, but the head manager has yet to apologize for any of this. She lied to my wife and I on more than one occasion regarding repairs, and when confronted, still refuses to apologize.
This apartment claims "Star Service", but that is a lie on the side of fraud. Star Service is, in their book, a 48 turn around on work orders. I have to remind them up to 5 times to fix something, and they still only take the matter up if I go in to the office to yell at them. The dishwasher and dryer have been broken for 11 and 12 days, respectively. We reported them 10 days ago, and still they have not been fixed.
The repair staff is very overworked, but they (2 men) are very friendly and courteous, very helpful, apologize when they can't fix something right away, and are good at what they do. This is a stark contrast to the management.
I understand that some apartments can be hard to manage, or particularly busy, but it is the management's repsonibility to create a work system where such problems get solved in a timely manner. They don't, and I have no confidence in them anymore. After all, what trust is there in a relationship where we get penalized for paying late, yet they can provide repairs up to 5 or more times later than their promised rate'
We may end our year lease early and flee this mismanaged wasteland, but in any case I will Honestly review my experience, for better or worse, when we have left.
