Decent living at a fair price

Years at this apartment: 2002 - 2004
After living in an upstairs apartment for 1 1/2 years with no problems. I suddenly encountered a problem I never thought I would. A neighbor moved in downstairs that is particularly noise sensitive. Management immediately threatened me with eviction. After a reasonable talk, they let my neighbor understand that living below an upstairs apartment could lead to some noise. Was going very well until tonight when I got up to go to the bathroom at 2:45 AM and suddenly have the neighbor pounding on the floor - terrifying my dog. Am considering a move (and a lawsuit). but aside from the recent problems, the complex seems nice. On weekends the noise can be a bit much from parties, but overall is clean, safe and well kept... Management is the real gem here. Maintenance has always been first rate. But as is key - know who your neighbors are.
