Looks are Deceiving, very high light bills, cheaply built!!!

Years at this apartment: 2002 - 2003
 
Very nice to the eye, but are cheaply built!!! Dont hold heat or air conditioning. Light bill in the winter was was over 200.00. And that is with just 2 people in the house one under the age of 4. They run specials all the time because they cant keep no one.
