Water is often shut off

I have lived in these apartments for about 4 months, and the water is frequently shut off. It has happened at least 6 times just since I've lived here, and I'm not home that often considering I have a full time job. It's usually off for about half an hour in the afternoon. They say it's because of leaks, but I find that odd, considering this appears to be a pretty new building. When I called to ask why it happens so often, they snipped at me, "Thats confidential". It also frustrates me how often they have to come in to do maintenance (checking sprinklers, changing filters, etc.) with short notice, since I sometimes work nights and I am sleeping. But obviously any apartment has to do that kind of stuff. Aparently there is a no pet policy, but I sure do see a lot of dogs and cats.

My daughter lives in this complex. Seems the office staff is the worst part... friendliness can go a long way. I wonder why they are not polite to tenants?
