I lived in Charleston Ct for a little over a year. We also had partiers all around us that stood on their decks and yelled all night Thurs-Sunday. We were on the garden level and we were flooded 3 times! Once we due to a water heater breaking but the other times was from rain. They basically said they couldn't do anything about it until the city fixed the sewer drains on the street. We were a block from the street so I don't see how that works but they did let us move to a townhouse for the same price as our apartment until our lease was up. Still a hassle plus the last flood we had a 3 month old baby that couldn't sleep in her bed. We had to fight them to let us stay in a hotel or different apartment.
