Decent apartment but could use some upgrading (carpet, paint, hallways, etc)

I lived in Pacific Winds apartments for 2 years. Our apartment (3 bdr) was $650/mo but I know that with the change in management there has been an increase in the price of rent. The maintenance men were prompt yet there was room for improvement in other areas.
