Bad Maint man....cruel to animals....noisy

Years at this apartment: 2001 - 2005
The place itself is nice. It's by a park. Good price.
The maintence is bad. They arrive quickly, but they take 3-5 attempts to fix one thing. This includes heat or air conditioner.
We've had 3 floods in our apartment in the 3 years we've lived there. One was big. More than $2000 damage. GET RENTERS INSURANCE.
Mtc man traps stray cats and leaves them terrified in the cage for 8 or more hours (outside) before helping them or taking them to the pound for food or water.
Mtc man has his own little "auto shop" in the garages so those that live nearby hear loud car engines often late at night.
Parking is bad too.
