Years at this apartment: 2003 - 2004
 
When I lived there which was 2003. The apartments where very clean. The noise from both the streets and the neighbors where very minimal.
Electric was not that bad.
Most apartments that you look at now, are very small, very inefficiant, and do not have all of the ammenities that one would like.
This is an excellent place to live!
