Good Place - When I lived there which was 2003. The apartments where very clean. The noise from both the streets and the neighbors where very minimal.
Electric was not that bad.
Most apartments that you look at now, are very small, very inefficiant, and do not have all of the ammenities that one would like.

I lived at claremont manor apartments from 1992 - 1999. any problem I had was fixed in a timely manor. Clean. Would recommend to anyone and would live there again myself if i ever needed to.
