Rats, Crazy people, and Overcharging.

Good times!
The first week we moved in, we found a dead rat in the vent above our kitchen sink.
The appliances were old and nasty, but Dean replaced them with new ones, one month before our lease was up. He then took our old stove and fridge, and put them in the vacant apartment one floor down.
Speaking of the apartment under ours, the man there was mentally ill, and on a regular basis had screaming fits. He was aggressive towards us, accused us of stealing, and threatened to kill himself. During the winter he threw his belongings across the driveway (aka Ice Rink for you skating enthusiasts!), and left them there for a week, which made it a little difficult to get around. We spoke to Dean, and he said the man, "Just wants attention, go talk to him." Dean refused to intervene, or call any of the man's contacts for help. Eventually, we had to call the cops. The cops told us to avoid our neighbor at all costs, NEVER speak to him and that he was a ongoing issue with the Dover PD before we even moved in. Dean didn't do anything, until the man ripped wires out of the walls with his bare hands. Then, Dean kicked him out, to save to quality and integrity of his building.
Take a look at the Safety Deposit we got back. From bottom to top:
1. Bleach stains were on the carpet (the size of dimes), because I tried to clean a spill: $125.
2. The "Broken" Smoke Detector. Which was not broken, it just had no batteries. I guess you get charged $25 if you don't replace them.
3. "Couch Disposal- 2 Men". When asked about disposing of our old couch, Dean said to leave it on the sidewalk with the trash. We did; a City of Dover sticker attached to it. He charged $35. I guess paying the initial $35 for the Dump Sticker wasn't enough!
4. "Candle Wax" on the mantle - which was there when we first moved in, and addressed during the walk-through. $150.00 charged.
5. for "Cleaning of Stove and Fridge" Dean charged $70.00 They were not only brand new, but also clean when we left.
6. $412.50 for "Re-Painting of Candle soot & burns". To be honest, there was a soot streak in the bathroom. At best it was 4", and difficult to see with the naked eye, because we had scrubbed at it. Dean painted the entire bathroom all over, and used the tiny soot streak as an excuse to have US pay for it ALL.
7. Carpets - We got charged $149.60. Again, he probably used the previously mentioned dime sized "bleach stains" as an excuse to hand us the bill for cleaning ALL the carpets.
8. Mail Box Key - which was on the counter when we moved out. Guess the rats got hungry' $35.00 charged.
And finally the fun one:
9. "Rent, 6 Days" - Dean stumped us on this one! We did not move in early, nor did we leave late! $215.00 charged.
