Decent place to live for a short time

I've lived at Colonial Village since February 2007, and I have to say that I'm somewhat disappointed. My apartment itself is spacious and has many new things since the last tenants moved out (they lived in squalor), but because I live on the third floor, it's ridiculously hot. I have to blast my ACs, which are mediocre at best, to cool my apartment off. My electric bills have skyrocketed since. The bathroom shower tiles, which have been painted over as a quickie refurbish, have chipping paint. My master bedroom closet doors have come off their track many, many times, which after two phone calls to maintenance, finally got fixed (albeit not well).
My biggest complaint lies with the communal areas of my building. People are absolute pigs and have no respect for public property. They think that because they're simply renting these apartments, then they can treat the common areas as their personal garbage cans as well. There are cigarette butts on the outside staircase (and I'm in a so-called non-smoking building), beer-bottle shards in the parking lot (most likely from stupid, drunk SNHU students), stinky hallways with occasional litter strewn about, and filthy laundry facilities with machines from the mid-'80s. It has so much potential to be a really nice place to live if it wasn't for the nonexistent screening process for residents looking to rent. They'll rent to anyone with a checkbook. Ugh.
Seeing as it's a north-end Manchester complex, you'd think it'd be people with more class and respect. Not so. I don't think I'll be renewing my lease in February 2008.
