Poor value; Difficult management

Years at this apartment: 2002 - 2003
I lived there for a year. The apartment is small for the price and condition was moderate. The cabinets were falling apart- once an entire hung cabinet fell right off onto the floor. Prior to move-in I was promised the carpets were cleaned from previous owners with a cat; On move-in day, after renting a truck, I arrived to carpets covered in cat hair. I had to delay move-in a week while they cleaned the carpets. My stay there was okay, they repaired the hot water 5-6 times during my stay. On the way out, after checking the apartment and verbally saying it was fine (I took great care of it and wasn't even there much) they sent me a bill for a "new countertop", amounting to $150 or so. I had not done any damage whatsoever to the countertop. I wrote them two letters and called numerous times to no avail. I should have pursued the issue further but was too busy. These guys are sleazebags, and the prices are way overpriced.
