New ownership (cannot say the same thing for the management) has been trying hard to improve living standards (brand new appliances, total renovation of kitchen and bathroom cabinets, etc.). However, unless they find a solution to overpriced heating bill, all these efforts are worthless. You just need to add at least another $150 to your rent each month for heating bill. In my mind, that s beyond overpriced. The worst part is no one knows how a utility company called ISTA comes up with these outrageous numbers, including the management itself.

I called ISTA myself because I was curious to know how two people could generate such a high heating and water bill. They simply explained that they calculate the square footage of the dwelling and do some fancy adding, subtraction, and multiplication and come out with your bill. I lived in the three bedroom with with just my husband and our bill was always outrageous. I actually liked it better when the maintenance crew came in and read the meter. My utilities were much lower and accurate.

I totally agree with both reviews. Overpriced utility bill is a major concern, but unwillingness of current management to do anything about it is even more upsetting.
