HMM.. Let's see, 3 stories, drug dealers, degenerates, alcoholics, constant noise, paper thin walls, and terrible maintenance. This place would be a good frat house for college kids, but that's it. It's not so much the place but the people that live there. Seriously check out the neighbors first. Tons of drugs, tons of arrests, no place for decent people. I know the rent is even much higher now.
