I lived her for a year and never had a promblem at all with the building. I lived on the fifth floor and found the building to always be clean and well kept. As far as students, I never heard them. Yes, sometimes it was hard to get a cart to bring your groceries in but really it could be worst. I heard alot of negatives things about noise before I moved in and I was pleasantly surprised. I was hardly bothered at all by noise and actually thought my neighbos were quite friendly. I also never had problems with management and when I wanted something done I expected it ASAP and I always got phone calls returned and things fixed. I also never had a problem with rusty water. Also it was not the building fault if the street flooded due to the river overflowing, I mean come on. I don't know what floors these people lived on who are complaining or why they had so many problems but I suggest you check the building out for yourself. There is no way after finishing school and getting a doctorate degree I would ever live in a dump. I suggest going to the building, asking questions to long term residents, and forming your own opinion. I will say that often I noticed people in the building who didnt look like they could afford to live there or anywhere. I am wondering if all these comments are from tenants who had to move because they couldn't pay their rent. I know that when I lived in the building, I never heard anything negative from people who had lived there long-term and were gainfully employed. I appreciated the cost of living there because had this buidling been in DC, the rent would have been tripled and a parking space would have cost at least $350 a month. Now that I am in DC, I appreciate even more having stayed there only paying a little over $1,200 when rent in this city starts at $1,700 for a studio, excluding $350 for parking, with no utlities included. I would love to come back and stay at the Victor. So word of advice stop complaining. It could be worse. Life is to short to make a big deal out of nothing.
