We lived at the Highlands from the beginning immediately after construction was completed in 2002.
First off, parking was a nightmare. Parking was never planned well at all. If you live in buildings 2, 3, 4, 5 and 6, plan on arriving home before 5 or 6 PM to get a good parking spot. Otherwise, you will find yourself parking on the opposite side of the entire community.
With parking a nightmare itself, you can imagine the hell when a snowstorm hits the area. They have nowhere to put the snow but piled up on several parking spaces. Parking spaces are precious enough!
Although dogs and cats are allowed, many dog owners do not pick up after their dogs even though the management has stressed this policy over and over again with random notices. It seems that certain policies are never enforced.
There were a number of residents that would park illegally (fire and safety hazzards) in front of certain buildings. Again, the management would send notices about this but many residents would not listen. Sometimes, we found out from neighbors who had garages that other residents would block them in or park in front of their garages. No good when you need to get on the road early for work!
Some residents think the grounds are their landfills! They would leave trash by the main entrances or throw cigarette butts around leaving them in front of neighbors' balconies or patios. Many residents would not even have the courtesy of placing their trash IN the dumpsters.
Last when I drove around the community a few months ago, it seemed that vacancy was at an all time high because I saw so many parking spaces available after 11 PM. When we lived there, free parking spaces were RARE!!!
If you don't mind searching for a parking space, the dog poop everywhere and trash left here and there, the Highlands is "just okay." For the price, the management could be more strict on enforcing policies and finding some way to improve parking.

Even with all of those somewhat minor issues, there is no way this place isn't better than West Philly, where I'm moving from. No way. Sounds like heaven, in fact.
