Since Panco management took over this place, there has been a constant exodus of the long-time residents who either can no longer afford the exorbitant rent increases or don't know how to speak Portuguese.
The place is over-run with Brizilians. Drive thru here some evening. They all have vans with Pennsylvania plates and racks full of ladders on the van roof, like a painter would have, and all of their cars are registered in PA too! After 60 days, when your primary residence in New Jersey, that's a DMV violation ... it's called insurance fraud!
Dormatory style living is the norm for these people - as many as 10 to 12 individuals, usually all males, are living in 2 bedroom apartments. Management knows this, yet turns a blind eye. In my building, some Brizilians were eventually evicted (after numerous complaints) from one of the two bedroom townhouse apartments. On moving day, there were 8 mattresses, eight chests of drawers, eight lamps, etc.! Eight of everything!!! Eight men living in a TWO BEDROOM APARTMENT! Can anyone say "New Jersey Housing Division of Health and Human Services Code Violation"'
More recently, the security guard was let go. No loss there because he sat in his car, directly in front of the maintenance building, 100% of the time, guarding only Panco's stuff ... never, ever driving thru the complex. For a joke, several times, some of the concerned people living here would sneak up on the guard, who invariably would fall asleep in his car, bang on his windows, and ask him how his guarding job was going. Even if he had managed to stay awake, he only was 'on the job' from 10 P.M. 'til 3 A.M. It's so nice to know that Panco has arranged it so that no crime occures in Delran after 3 A.M., even though it's still dark until 5 or 6 A.M. Anyone who reads the paper or watches the TV knows that most break-in type crimes occure in the dead of night under the cover of darkness ... ask the people who've had their cars broken into here. Oh, I forgot, you can't! Even though Panco warns us that cars are being broken into, they never tell you which buildings the cars were parked in front of! I guess we should assume that all the cars are going to be broken into ... eventually!
The reviews from "I am pleased living here", "Very Pleased", "We are staying", and "I love my apartment" have got to be plants by the management team or they're by deaf and blind people who don't know any better and who'd be much safer and better off in some managed care facility! Ray Charles and Helen Keller could see more wrong here than those people do!
As for the Section 8 issue, do yourself a favor and keep looking if you're thinking of moving here. This complex has become a pit! Rents, for those who actually make enough money to pay the real rental fees, are extreme and out of line for this immediate area and the proof is the excessive number of still vacant apartments. A truly desireable place to live wouldn't have to resort to accepting Section 8 residents if everything was as the rental office would have you believe. Section 8 was never accepted here until early 2003 and isn't a requirement of owning and operating a multi-dwelling apartment complex, like Tenby Towne. Panco actually had to apply to the state for the subsidized living to come into effect here. Some of the favorable reviewers who stated they don't know of any Section 8's here are lying. The Section 8 issue was confirmed to several residents when office staff were asked about it earlier this year. One resident stated that Brooke and Erin, from the rental office, said "What can we do ... we can't refuse to accept them". The fact of the matter is that until a conscious decision was made by Panco to allow Section 8, you could refuse them. Once application is made to the state and approval is given, then, and only then, is it that you can't refuse to accept them, provided that potential Section 8 tenants can provide the 3 'proofs' of elgibility for the Section 8 subsidy.
Panco want's Section 8 here because it gives them bodies to put into their vacant apartments. After all, reduced income with a subsidy from the state is better than no rental income at all, isn't it'
I wish I had the right, sanctioned by the state, to go over to the Rivers Edge development, where houses start in the mid to high $300,000.00 range, pick out a house I like, but can't afford to buy (or live in), and then have the state pick up the tab for the difference between what I can pay and what everyone else who lives there pays.
That's exactly what happens here. People like the way the place looks, knowing full well that they can't afford to live here, and the rental office hooks them up with the state and lets them in! Does that sound right to you' Call me crazy, but I think that if you can't afford to pay the bill to live somewhere, you need to keep looking until you find a place you can afford!
Many of us have been here long enough to know what's wrong here. The primary reason we don't leave is the total lack of alternate rental options in this immediate area. If there was something else in the Delran area, other than Hunters Glen, the other blight on Delran, we'd all be gone ... believe me!!!
Unfortunately, I can't give any contact info about me or others like me on this site, because even though we'd love to speak directly to a potential renter to warn you away, we'd surely be hanging ourselves by itentifying who we are in these reviews.
