Noisy neighbors

I've had two crazy upstairs neighbors in two years, making noise at all hours. One they evicted. The new one seems to like to blast her stereo, which is in the bedroom. If you want peace and quiet don't live here. Your neighbors will not understand the concept of manners and good breeding.
