I lived in building 5 ground floor for about 11 months and THANK GOD my project got completed ahead of time and i ran away (my company pays relocation). Community is good with lot of desi's, but i can't fathom how come they adjust to this miserable life in this apartment.
Yes you get literally tons of roaches, only option to keep it minimal is to clean your place every single minute. You can't leave even a single grain of rice on the floor. No dishwasher/garbage disposal and multitude of maintenance issues will make house-hold life just miserable. I avoided calling any friends/relatives to visit for reason that roaches will start crawling ('m not kidding) on them when they sleep in living room even during day time. When i was about to move out, it'd have been courteous if they could have considered that i lived 11 months of 12 months lease. Leasing office doesn't care about renters anyway why should they do it when i'm leaving.
Only positive side is location. Bus to metropark station stops right in front of apartment. I heard apartments in 3rd floor is better with less or no roaches but i wouldn't want to gamble on that.
We kind of adjusted to squeaky noise from floor above, leaking toilets, dispose garbage every-night (rain or shine), badly maintained laundry, list goes-on. Bottom-line why should you live in this hell, back-in-india you would consider some v.poor people to live in this life-condition.

Everyting you said was absolutely true. I had the same experience there too. I lived or rather survived on the third floor and if that is less roaches that I would hate to know what a lot of roaches is.
