First, I can say that I have seen much worse apartments. Those generally have been in Brownsville / East NY, Brooklyn (Murder Capital of NYC). Safety isn't an issue in Hillsborough like Brooklyn. That being said, safety generally is one of the few plusses of this place.
Maintenance refused to come down for a clogged toilet, basement completely flooded, leak in bedroom closet 2x from a broken hot water heater above.
As you can see, this is not the place for anyone human to live unless you like the squalor described above and having your rent raised 2x a year by the legal maximum. OK...I can think of one other plus - new appliances and 2 bathrooms.
