Reflective of national service level - lousy.

The apartments are nice and spacious at a good value. They have a very pet friendly attitude - unfortunately some of the pet owners don't appreciate it and are irresponsible. The way some of them act I can understand why it was so difficult to find a pet friendly apartment - unfortunate that they take such advantage.
The maintenance staff is friendly and responsive - once they get the service request from the management office.
The management staff is generally rude and annoyed by any contact from tenants. They have never returned a call. So be prepared to call frequently. I remember bankers during the S&L era that worked longer hours than these people. Major renovations seem to be continously ongoing and will provide significant inconveniences - i.e. 3-4 hour evacuations (including pets) of the building each day for a week! They schedule and reschedule and reschedule these renovations to the most inconvinient times - i.e. no A/C for a week during the summer months, instead of spring of fall.
New washers and dryers are frequently broken. Requests for additional dryers (dryers significantly back up the wait for the faciliities) have been scoffed at despite the available space for more. Washer prices have increased twice relatively quickly, dryer prices once (with an accompanied decrease in drying time). Overall, the wash room quality has gone down with the service change. Managment office doesn't want to hear about it.
Security refuses to deal with loitering on the property. There are juvenile delinquents and high/drunk people yelling and shouting on the property until all hours of the morning. Calls to security will be useless and calls to the police even more so - patrols in this area are extremely rare.
The neighborhood itself is covered with litter and broken bottles. There are no trash cans anywhere, even if the area residents didn't wasn to litter - which I am not convinced that they don't. There is a lot of loitering on stoops and they don't seem to mind just throwing their trash right there on the ground instead of in their trashcans. The area is very lightly patrolled by police (I question whether or not it is even on a scheduled patrol). Calls to the police will reveal that there is never a patrol available in the area to respond to calls.
