Despite several gripes which you might read on this forum(most of which are true), I would still recommend Dixon Mills for the following reasons:
Location: If you've chosen to live in Jersey City, then Grove street in my opinion, is the best option. Newport is clean and has high-rises but completely dead; also very expensive. Journal Square is cheap, but very very rundown - you don't want to go there. Grove street/Jersey City downtown provides a great balance - it's less expensive than Newport with lots of parks/ restaurants/ bars. The flipside for DM is the 3 block walk on Columbus drive from the PATH stn - it gives the feeling of being very rundown unsafe(which it isn't, but feels so nevertheless). If you're looking for great views from your window, this is not the place for you - as you'll mostly get to see nearby buildings or streets.
Price: Pricewise DM is the most reasonable community in the Grove Street area primarily because of the aforementioned walk on Columbus. If you skip one street and walk on Wayne instead, the difference is drastic and worth it.
Building, Square footage and layout: I am yet to see apartments and big and well laid out as DM anywhere in NYC/ NJ/ LI. Building B even has a glass sun-roof in the corridoor area so the internal rooms open up to natural lighting as well. Great wooden floors and decent appliances.
Amenities: Laundry room sure could improve a bit. The gym is quite good for a moderate work-out person. I trained for my marathon in this gym(short runs and strength), so I would say it suffices for most purposes. It's not free though, but at less then $20 per month , it's pretty good. There's a courtyard where the tentants put out their grills and patio furniture in the summer. Internal heating and A/C in the lobby area also helps keep utlity bills down - apartments get some of it through conduction. DM also runs a bus to and from the station in commute hours - a great boon in bad weather days.
Staff: Not the very best. They do their job when needed but you won't see them going out of their way. They aren't nasty either - just that you wouldn't remember them for great service.
Overall - I recommend this place to anyone whose objective of living in Jersey City is to have a decent lifestyle AND save money. If you're ready to shell out a bomb for Newport or Exchange Place, just move to New York City - at least Newport is much worse despite the clinical outer appearance.

Thats how you post. That is very helpful. I am looking to move sometime soon and Jersey City is an option but I am not that familiar with the area. This post was very insightful. Thank you for taking the time to help someone else out.
