We've been living in DM for the past 2 years. Our apartment is really gorgeus, roomy and has tons of light. However, this is just the surface and what's going on beneath the surface is quite scarry.
To start with, the building is infested with rodents and during late evening and weekends you can hear them running all around inside the walls. We had 2 incidents od a mouse inside the apartment. Now, it's been a few months since the last incident that we only hear them in the walls.
Another issue is the leaks. As the previous tenant mentioned, during or after rainy days, you can hear the water streaming in the elevator shaft, but more important, is that our apartment gets the leaks strait inside. One day when it was really heavy raining, we actually saw the waterfall on one of our internal walls. All we could do was to put towels to obsorb the water.
There are other issues which I'm not going to mention but they do exist.
When the new management took over, we had hopes (and were told so) that they are going to do what it takes to fix the complex and make it worthwhile. Unfortunately, pretty soon we found out that the rennovations consist of cosmetics only. They installed stainless steel appliances and refurbished the floors, added washer/dryer to each unit which basically takes space of your living room, or bedroom or sometimes in the kitchen. I saw the cabinets as they were shipped and I can tell they seem very cheap.
It is sad to see this as DM could have been a wonderful place to live at due to its location and the historic vibe. With maintenance fees around $500 buyers are actually getting themselves into a future money sucking adventure.
I am too feel really bad for the new buyers but I guess if you buy a property without having proper inspection, this is a risk you are willing to take.
As for safety, we had about 6 muggings in the past 2 years, one just happened in December 2007 infront of one of the buildings. So I wouldn't say it is a safe place.

Your review was really helpful, especially the mugging info. I just saw an apartment there not too long ago, and of course the owners sugar coated the neighborhood and say it's extremely safe, just "multi-cultural". I also found interesting that they took the credit for the renovations in the apartment...not a very honest way to start a tenant/landlord relationship.
