Does anyone have an issue with the noise from the garbage pickup '

If you're on the North side of the building (between the Pier House and Hudson Point) you can hear the garbage truck at 4:00am' I've been woken up by this. I was under the impression that garbage could not be picked up before a certain hour. Does anyone know if this is the case and if there's anything that can be done '
