I visited the Pier in August and found it quite beautiful. The views were incredible and I really liked the setup and care taken with the apartments.
I returned earlier this month and am extremely fortunate that I never moved in. The halls were falling apart and the gym was closed due to frozen pipes (it was still closed when I returned a week later). I found the units themselves murky and in fact, dumpy.
The leasing agent was unwilling to negotiate and constantly cited the fair housing act as the reason. The fair housing act prohibits turning potential tenants away based on race, gender, sexual preference, and religion. It in no way, shape, or form addresses negotiating rent. Clearly every other apartment building in the area is willing to negotiate rent and amenities - are they to be sued' I don't think so.
If you are able to meet the rent levels, you should really consider NYC or Brooklyn. You are very much lacking a neighborhood (there is absolutely nothing in the vicinity unless you're up for a swim).
