2 fires leave dozens homeless

A two-alarm fire raced up a five-story building in Jersey City this weekend, leaving several families homeless and PROMPTING OFFICIALS TO ISSUE CITATIONS TO THE BUILDING OWNER and a contractor working there, officials said.

Two police officers were treated for smoke inhalation after helping to rescue residents from the building.

Firefighters responding to Dudley Street off Washington Street on the 2 p.m. alarm found the building?s entire five-story facade ablaze, in an inner court of the 482-unit complex, Fire Capt. Andrew Johnson said yesterday.

WORKING USING A KEROSENE TORCH WHILE WATERPROOFING THE BUILDING?S FIRST FLOOR APPARENTLY IGNITED FOAM INSULATION under the building?s aluminum siding and fire raced up the building facade and through the roof, said Johnson.

The entire facade on that side of the building was destroyed and many of the windows melted, Johnson said. Eight apartments suffered fire damage and residents in the most seriously damaged apartments were not able to return home, Johnson said.

Fire officials said they found the WATERPROOFING CONTRACTOR HAD NO PERMIT to do the work, and had NO APPROVAL TO USE EQUIPMENT such as the kerosene torch, Johnson said.

They found the BUILDING?S STAND PIPE WAS NOT COMPLIANT WITH CODE, MAKING IT *IMPOSSIBLE* FOR FIREFIGHTERS TO ATTACH THEIR HOSES TO IT, he said; fire officials also found the BUILDING?S FIRE PUMP ROOM CONTAINED DEBRIS AND OTHER VIOLATIONS, and the building?s FIREPROOF DOORS WERE NOT UP TO CODE, ALLOWING SMOKE TO SEEP AROUND THEM AND THROUGH THE BUILDING, Johnson said.

A dozen police officers assigned to the West Indian Caribbean Festival at Exchange Place raced to the building and evacuated residents before firefighters took over, Police Sgt. Edgar Martinez said. Two officers suffered from smoke inhalation, with one being treated at the scene and a second taken to the Jersey City Medical Center where he was treated and released, Martinez said.
