I've been a tenant in this building for over 6 months now. I would not recommend Windsor to anyone. It has serious issues. The building may seem ok from the outside but on the inside there is a serious abuse of the health and safety standards. The place has a rotten stink in the corridors. It's like living in a trash bin. The carpets are badly stained all over. The elevators stink too. The TV room is stained and TV is non functional, sofas are dirty and stained. The locks on the front entrance don't work and anyone can enter. The parking locks are always broken. There's trash lying in the area for days. The walls are so thin, you can hear people talk in the next apartment. The management is totally useless. They don't do anything.

Not exactly the same words but in a nutshell - I think It was not a good decision to move in here. I have been here for 10 weeks now and I am really repenting my decision. If I had not signed a one year lease I would have moved out of this place already.

I cannot hear the people talk in the other apartments. In my building, the carpets are stained, but they started to replace the carpets today, we'll see.. Sometimes the corridors/compactor rooms stink, but I did not notice the trash lying around for days or any smell in the elevators. The club room in building number 2 has dirty/stained sofas, but every time I was there the TV worked. There are bad things and good things, but I don't agree that everything is bad here.

Have you reported your problems to any of the agencies in Jersey City responsible for problems of this type. I recommend that you contact all three of the following: (i) Division of Housing Code Enforcement, Edward Coleman, Director, 30 Montgomery Street, Room 416, Jersey City, NJ 07302, telephone: 210-547-4821 or 4824; (2) Division of Health, Bureau of Public Health Inspection, attn: Joseph Castagna, Health Officer, and H. James Boor, Chief Sanitary Inspector, 1 Journal Square Plaza, 2nd Floor, Jersey City, NJ 07306, telephone: 201-547-5545; and (3) Jersey City Mayor's Action Bureau, attn: Jack Carley, Director, Office of Constituent Services, City Hall, 280 Grove Street, Room 105, Jersey City, NJ 07302. I assure you they will respond. They are courteous and will act quickly. This is the only manner in which I have ever been able to get any semi-decent response to repair issues in my apartment.
